You can also use a single strand of ribbon on top and bottom but you will need to add a snap to the ribbon. If you’re going to add snaps please add snaps last after you have completed the pacifier holder on the machine.
Hoop cut-away stabilizer and stitch back first. You don’t have to do the quilt stitching if you don’t want to, it’s up to you. After stitching remove from hoop and set aside until later.

Hoop 2 layers of water soluble stabilizer and place hoop on machine. Stitch CC1 this is a placement stitch.

After stitching place fabric over stitching and stitch CC2 this will tack fabric in place.
Step 4:
CC3 is your quilt stitch, after stitching this, your design or wording is next. Follow the order of colors that go with the design you are making.

After stitching the design, fold ribbon in half and with open end facing toward the hoop side tape in place one on top and one on bottom as pictured.

Now lay back fabric right side facing down, over top on hoop and stitch last CC. This will sew the pacifier holder together.

Remove from hoop and trim close to stitching and turn right side out.
Turn edge of opening inside and stitch closed. Now loop your ribbon
through the clip at top and the pacifier holder gets attached to the
bottom.
